I had a heck of a time finding a solution to this.

Download Server Minecraft 1.8.8

if you're using the social club launcher, you can add ' -verify -noChunkedDownload' (without quotes) to the end of the line in the Target field of the shortcut. I recommending having a copy of the shortcut so you don't have to wait for it to verify when there's no updates. It saves me a lot of headache.

I ask that others point people to this. I just hope it shows up in google searches so others can hopefully resolve their own issues.
